Special Projects / Achiedvements / Innovations:

On Tuesday, July 25, 2006 Probationary Officer Peter McGee graduated from the 310th session of the Connecticut Police Academy, Basic Training, Meriden, Connecticut. He has begun the first phase of his twelve-week Field Training program.

The week of July 23, 2006 through July 29, 2006, Sergeant Donald Crabtree, Detective Michael Fisher and Officer Thomas Regan were assigned to the 2006 Explorer Police Academy held at Eastern Connecticut State University, Willimantic, Connecticut. In attendance were approximately 325 Police Explorers from throughout New England. Sergeant Crabtree was the Academy Director, Detective Fisher was the Phase 1 Director and Officer Regan taught several classes and assisted with Phase 1 activities.

On Saturday, July 29, 2006 the written examination was administered as the first part of the Probationary Police Officer hiring process. The examination, administered by Bruce Davey Associates, was given to 168 candidates [and was held] at the Wethersfield High School. Approximately forty to fifty candidates will advance to the next portion of the hiring process, the oral board examination. It is expected the oral board examinations will occur in mid-August, 2006.

MONTHLY ACTIVITIES:

Patrol Division (Cases of Interest):

On Wednesday, July 26, 2006, an off-duty police officer saw two suspicious males in the area of Wolcott Hill Road. The officer watched as the two males pulled off two different street signs from the street sign poles. Patrol officers arrived on scene and were able to recover the two stolen signs and place the two suspects under arrest. They were placed under arrest for the theft of the signs and for causing damage to the poles.

On Saturday, July 29, 2006, an officer was dispatched to a shopping plaza on the report of a vehicle driving in a hazardous manner. Upon the officer’s arrival, they saw the suspect vehicle driving through the parking lot. The officers attempted to stop the vehicle, however, the operator did not stop. The vehicle traveled at a slow speed due to it having to flat tires. The operator lost control of the vehicle and it came to rest in the parking lot. The officers spoke to the operator and found him to be wearing a military uniform, and he stated he was a Sergeant, however, the name on the shirt was different from the name he stated he was. An investigation revealed that the operator was in the process of joining the military. While at his recruiter’s home, he took the recruiter’s uniform and then took his car. The operator was intoxicated and placed under arrest. He was later charged with Fraudulent Use of a Military Uniform, Engaging in Police Pursuit, Driving Under the Influence of Alcohol and other motor vehicle charges. The recruiter verified that the operator was in the process of joining the military and did not want the operator arrested for taking his car or his uniform.

Detective Division:
In July, 2006 Lt. Thomas Dillon assumed command of the Detective Division.

This month members of the Detective Bureau initiated or were assigned follow up to forty-four (44) new cases. Members of the Detective Bureau investigated

  • two (2) residential burglaries,
  • twelve (12) commercial burglaries,
  • one (1) robbery,
  • four (4) sexual assaults,
  • eight (8) wanted persons,
  • two (2) narcotic cases,
  • seven (7) fraud cases,
  • three (3) larcenies,
  • two (2) background investigations and
  • two (2) suspicious situations.

Detective Division (Cases of Interest):

On Friday, July 28, 2006 the Department responded to numerous reported commercial burglaries on the Silas Deane Highway. It was determined that there were four commercial buildings affected by the burglaries. Three of these buildings reported several offices that had been broken into. The fourth building was a business housed in a residential home. A total of eleven (11) burglaries were reported within these four buildings.

Juvenile Unit:

School Resource Officer Report: No report this month.

Juvenile Unit:

There were six (6) juveniles referred to this unit during the month of July, 2006 for various criminal acts and violations. Two (2) juveniles were referred to juvenile court. The remaining juveniles were either diverted to their parents or school without any further police involvement or their cases are still pending. This unit was responsible for the initial investigation of three (3) cases.

Juvenile Unit, Cases of Interest:

This unit closed out one sexual assault investigation by means of executing an arrest warrant and continues to investigate others.

Support Services Bureau (SSB):

In July, 2006 Lieutenant Andrew Power assumed command of the Support Services Bureau.

The Support Services Bureau continues to receive requests for car seat installations via the WPD web site as well as conventional phone messages. Support Services Bureau personnel continue to work closely with the Wethersfield Volunteer Ambulance in coordinating child seat installations for residents of other area towns.

During the month of July 2006 Wethersfield Dispatchers received and handled approximately 729 E-911 emergency phone calls. Wethersfield dispatchers dispatched the Wethersfield Volunteer Ambulance and Aetna Ambulance to a total of 274 medical emergencies.

During July 2006, twenty-five (25) persons were taken into custody and held requiring 437 hours of incarceration. Of the persons held, seventeen (17) were arrested by warrant. During July, 2006 Support Services personnel transported twenty-five (25) prisoners to court. Transported to court were twenty (20) males and five (5) females. The five (5) females incarcerated by the department required 74 hours of matron coverage.

In July, 2006 Support Services Bureau personnel have continued selective enforcement programs in different areas of town, including Goff Road by Pawtucket Avenue.

Support Services Bureau, Training Unit - Monthly Activities:

On Monday, July 17, 2006 a dispatcher began attending a three day training class entitled “Weapons of Mass Destruction- Incident Command”. Training was held at the Department of Homeland Security’s Center for Domestic Preparedness in Anniston, Alabama. Training areas included a review of the National Incident Management System (NIMS), National Response Plan (NPR), threat assessments, response plan development and management of a WMD incident.

On Tuesday, July 18, 2006 a Bureau Commander attended a one day seminar entitled “Fundamentals of Solving Local Traffic Problems”. This class, which was held in Vernon, CT, was hosted by the University of Connecticut, Connecticut Transportation Institute. Training included the use and regulations concerning traffic control signs and markings.

On Tuesday, July 18, 2006 a Field Training Officer assisted the Connecticut Police Academy with “Practical Skills Day” for the 310th Training Session. The FTO served as a role player in exercises that put into practice the knowledge recruits have gained in the classroom under controlled conditions.

On Thursday, July 20, 2006 fourteen members of the police department attended a two hour training session entitled “Interwise Training Session for Imaging”. This training was held at the Wethersfield Police Department training unit conference room. The training was conducted via internet and conference phone call with VisionAir personnel. This training is for the upcoming change-over to the VisionAir Booking System. The personnel involved in this training will be available to train other members of this department when this new booking system is implemented.

Community Relations:

Support Services Bureau personnel continue to address citizen complaints involving traffic and speed issues. Citizens had complained of speeding vehicles on various town streets. The department S.M.A.R.T. machine was utilized on Goff Road for two (2) days. The S.M.A.R.T. machine was loaned to Cromwell PD on July 25, 2006.

Support Services Bureau personnel continue to receive requests for added street/road signs or replacement. Several work orders have been completed for new signs and replacement signs throughout Wethersfield.

Upcoming Events:

On Tuesday, August 1, 2006 this Department will hold its annual National Night Out in Millwoods Park. This annual event is coordinated with several other town departments, including the Parks & Recreation Department, Wethersfield Volunteer Fire Department, Fire Marshal’s Office and Wethersfield Volunteer Ambulance Association.

In August and September 2006, in conjunction with the start of school on 8/30/06, members of the Support Services Division will increase their efforts at selective enforcement, directed at speeding and other various moving violations. A particular effort will be given around the town schools.

In September, 2006 Lt. Power will begin to meet with a parent’s advisory committee. Lt. Power will provide information to this group regarding all school traffic, parking and safety issues.

Members of the Capitol Region Emergency Services Team (C.R.E.S.T.) will be participating in the 2nd Annual Connecticut Swat Challenge on September 21-22, 2006.

Performance Measures:

There were 128 alarms received during the month of July. Of that total, none were found to be actual alarms. Thirty-four (34) tickets were issued this month for violation of the false alarm ordinance.
