Special Projects / Achiedvements / Innovations:
Wethersfield's Probationary Officer has completed thirteen weeks of training at the Connecticut Police Academy in Meriden. It is expected that he will graduate from the Academy in August 2006.
Semi-annual firearms training was conducted the week of May 22nd. Training consisted of qualification, point/instinctive shooting, a functional skills evaluation as well as timed firing exercises. Training was held at the Berlin Police/ Mattabasset Gun Range, Berlin, CT.
MONTHLY ACTIVITIES:
Patrol Division:
During the month of May the Patrol Division was involved in fifteen (15) narcotics cases in Wethersfield, which resulted in sixteen (16) arrests.
Total Seizures for the Patrol Division are as follows: Marijuana: 107.85 grams Heroin: 3.5 grams Cocaine: 2.8 grams Crack Cocaine: 3.2 grams
Detective Division:
This month members of the Detective Bureau initiated or were assigned follow up to forty-one (41) new cases. Members of the Detective Bureau investigated
- four (4) residential burglaries,
- one (1) commercial burglary,
- one (1) robbery,
- two (2) sexual assaults,
- three (3) wanted persons,
- two (2) disorderly conducts,
- two (2) narcotics cases,
- ten (10) fraud cases,
- five (5) larcenies,
- two (2) death investigations,
- four (4) background investigations,
- one (1) assault,
- two (2) assist for other jurisdictions,
- one (1) suspicious situation and
- one (1) weapons investigation.
Detective Division - Cases of Interest:
The Juvenile Unit is conducting a sexual assault investigation of a fourteen-year-old female. The case initiated during a multi-jurisdictional investigation of a sexual predator operating on "My Space.com." Numerous victims throughout the Hartford area were located including a 14-year-old Wethersfield resident. This suspect had over 5,300 different saved screen names. He often sought out younger teenage females and convinced them to send pornographic photographs of them to him as well as meet him in different locations. The suspect has been identified and an arrest warrant is imminent. He has already been arrested by other jurisdictions.

Juvenile Unit:
Police Explorers Unit:
The Explorers held two (2) training meetings during the month of May. One meeting covered the practical exercise of low risk motor vehicle stops. The second meeting covered fingerprinting and marching. On May 6th the Explorers assisted the State of Connecticut at Dinosaur State Park in Rocky Hill. The State was kicking off the "No Child Left Inside" program. The program was to help make people aware of Connecticut's state parks. On May 13th the Explorers took part in the Connecticut Police Explorers Stations Day at the State Police Academy in Meriden. Wethersfield Explorers took home five awards at the competition. On May 20th the Explorers participated in two events. Several explorers took part in a health fair at Hanmer School in which they conducted child fingerprinting and handed out child safety and information packets. Explorers fingerprinted over 60 children at the event. That day the explorers also took part in the Massachusetts Police Explorers Stations Day. Wethersfield Police Explorers took home 14 awards from the competition. Included in this was the third place "Best Overall Post" award. On May 27th the Explorers assisted in traffic control at the Wethersfield Memorial Day Parade. Explorers also marched in the parade. Two explorers also went on ride-alongs in the Month of May.
Juvenile Unit, Referrals:
There were twenty-five (25) juveniles referred to this unit during the month of May for various criminal acts and violations. Fifteen (15) juveniles were referred to juvenile court. The remaining juveniles were warned or diverted to their parents or school without any further police involvement. This unit was responsible for the initial investigation of 12 cases.
Juvenile Unit, Cases of Interest:
- This unit continued investigating a sexual assault case in which an arrest warrant has been applied for.
- This unit and DCF jointly investigated a child abuse complaint. The investigation found that the incident was not child abuse.
- This unit investigated an assault case that resulted in two juvenile arrests.
- This unit also investigated a fraud case, made a DWI arrest and arrested a party wanted by adult probation.
- This unit also continued the investigation of a stolen motor vehicle complaint for which fingerprint analysis produced a suspect. This unit also assisted the SRO.
Support Services Bureau (SSB:)
During May WPD Child Seat Technicians installed eight (8) child seats. SSB continues to receive requests via the WPD website as well as conventional phone messages. SSB personnel continue to work closely with the Wethersfield Volunteer Ambulance in coordinating child seat installations for residents of other area towns.
There were 74 alarms received during the month of May. Of that total, none were found to be actual alarms. Fifteen (15) tickets were issued this month for violation of the false alarm ordinance.
During the month of May the Communications Unit received and handled approximately 760 E-911 emergency phone calls. The Communications Unit dispatched the Wethersfield Volunteer Ambulance and Aetna Ambulance to a total of 252 medical emergencies.
During May twenty-seven (27) persons were arrested and held requiring 422 hours of incarceration. Of the persons held, nineteen (19) were arrested by warrant. During May SSB personnel transported twenty-seven (27) prisoners to court, twenty-two (22) males and five (5) females. The five (5) females incarcerated by the department required 51 hours of matron coverage.
There was no C.R.E.S.T. dive training in May. The town has received a significant amount of rain over the last two months, thereby raising the water level of the river. The rivers level and speed has made dive operations dangerous.
The entire department has begun participation in the nationwide Click it or Ticket campaign for 2006. The campaign will continued until June 4, 2006.
Support Services, Training Unit - Monthly Activities:
On May 2nd the narcotics canine officer and narcotic canine Elaine began attending a three-day training class entitled "Narcotics Detection Canine In-Service Training." The officer and the canine attended training at the Connecticut State Police Training Unit, Meriden, CT. This in-service training is conducted quarterly in order to maintain certification through the Connecticut State Police.
On May 18th the canine officer and his canine Hunter successfully completed narcotic canine training and received certification through the North American Police Work Dog Association (NAPWDA). Canine Hunter is certified in the detection of marijuana, cocaine and heroin. Certification involved the detection of this contraband in various buildings, vehicles and open area searches.
On May 3rd members of the Capitol Region Emergency Services Team (CREST) attended monthly two-day training.
On May 8th one dispatcher attended a three-day training class entitled "Weapons of Mass Destruction - Incident Command." Training areas included a review of the National Incident Management System (NIMS), National Response Plan (NPR), threat assessments, response plan development and management of a WMD incident.
On May 15th one detective successfully completed the "Fire Investigator Pre-Certification Program." This training class, approximately one hundred hours in length, focused on the information, knowledge and technical abilities required by a fire investigator to perform investigations of fire, explosion, and the crime of arson. Training was sponsored by the Office of State Fire Marshal and the State of Connecticut, Division of Fire, Emergency and Building Services.
Community Relations:
The SSB Commander attended meetings of the Townwide Radio Committee and the Shared Services Committee.
SSB personnel continue to address citizen complaints involving traffic and speed issues. Citizens had complained of speeding vehicles on various town streets. Citizens have further complained of missing or replaced street signs.
SSB personnel continue to receive requests for added street/road signs or replacement. Work orders have been completed for various signage throughout Wethersfield. Due to complaints of middle school traffic a stop sign has been added to the intersection of Church Place and Fairmont St. The sign is scheduled for placement sometime around June 12, 2006.
Members of the SSB and patrol division assist with traffic control at the annual Keane Foundation 5K Road Race and the annual Memorial Day Parade. The department also assisted with traffic control of a small Colonial days parade sponsored by The American Dames. Officers provided traffic and pedestrian control at all of these events.
Members of the SSB assisted the Fire Marshal office at the yearly Safety Day at the CCMC School on Ridge Road. Safety Day is designed to expose the children of the CCMC School to the positive side of public safety. Ofc. Bowman and Ofc. Keyes assisted on this day with demonstrations of the motorcycle and the narcotics K-9 unit.
Upcoming Events:
In June members of the Support Services Division will increase their efforts at selective enforcement, directed at speeding and other moving violations. A particular effort will be given around the schools.
The SSB Commander will continue to meet with a parents advisory committee. He will provide information to this group regarding all school traffic, parking and safety issues.
In June 2006 the department Motorcycle unit will begin operation on a more continual basis. The motor unit will begin performing daily selective enforcement assignments. They will also be used for traffic assists in all public events.
The department and members of the SSB will assist with the Wethersfield High School Graduation ceremonies. Graduation will occur on Thursday, June 22, 2006. Members of the SSB will provide traffic control for the ceremonies and the pre-ceremonial parade of graduates.
The department's Marine Division will continue boat operation in June on a more consistent basis.
