Monthly Activities:
Patrol Division:
During the month of February the Patrol Division was involved in twelve (12) narcotics cases in Wethersfield, which resulted in fourteen (14) arrests.
Total Seizures for the Patrol Division are as follows: Marijuana: 95.4 grams Cocaine: 12.5 grams
Detective Division:
This month members of the Detective Bureau initiated or were assigned thirty-nine (39) new cases. Members of the Detective Bureau investigated five (5) residential burglaries, two (2) commercial burglaries, one (1) attempted armed robbery, one (1) home invasion, nine (9) fraud cases, three (3) wanted person cases, seven (7) larceny cases, one (1) assault case, five (5) candidate background investigations, one (1) death investigation, one (1) other jurisdictional assist, one (1) motor vehicle violation, one (1) suspicious situation and one (1) case of child abuse.
Detective Division - Case of Interest:
On Monday, February 6, 2006, at about 8:46 PM officers were dispatched to a home on Goodrich Drive on a report of a home invasion. Investigation revealed that 3 armed men knocked on the front door and gained entry into the house. The victim and her four children were duct taped while the men searched the house for money. The three men were described as oriental between the ages of 30-40. This agency is presently coordinating this investigation with the New York Police Department.
School Resource Officer (SRO) Report: Nothing to Report.
Juvenile Unit:
The Police Explorers conducted two (2) meetings during the month of February. One meeting was a classroom discussion of surveillance techniques and the following meeting was a practical surveillance exercise. There were six (6) explorer ride-alongs for the month of February. Sergeant Crabtree and [Det. Michael Fisher] continued working on preparations for the Upcoming Police Explorer Academy.
Juvenile Cases:
There were four (4) juveniles referred to this unit during the month of February for various criminal acts and violations. Four (4) juveniles were referred to juvenile court.
Support Services Bureau (SSB):
During February WPD Child Seat Technicians installed twenty-two (22) child seats. SSB continues to receive requests via the WPD website as well as conventional phone messages. SSB personnel continue to work closely with the Wethersfield Volunteer Ambulance in coordinating child seat installations for residents of other area towns.
There were 78 alarms received during the month of February. Of that total, one alarm was found to be an actual alarm. Three (3) tickets were issued this month for violation of the false alarm ordinance.
During the month of February the Communications Unit received and handled approximately 716 E-911 emergency phone calls. The Communications Unit dispatched the Wethersfield Volunteer Ambulance and Aetna Ambulance to a total of 206 medical emergencies.
In the month of February dispatch personnel have no longer reported any significant problems with C-MED.
During February nineteen (19) persons were arrested and held requiring 161 hours of incarceration. Of the persons held, seventeen (17) were arrested by warrant. During February SSB personnel transported eighteen (18) prisoners to court, thirteen (13) males and five (5) females. The five (5) females incarcerated by the department required 37 hours of matron coverage.
In February 2006 SSB personnel have continued selective enforcement programs in different areas of town. SSB personnel also assisted the Patrol Division in selective enforcement.
The Mid-State Narcotics Task Force continues to investigate numerous narcotic cases in Wethersfield, Newington, Rocky Hill, Cromwell and Berlin.
SSB personnel are working closely with town Animal Control Officer to develop new policies involving the capture and release of town dogs. Documentation will be developed to closely monitor the release of animals and the proper procedure to collect the required funds for animals that are removed and housed.
Support Services, Training Unit - Monthly Activities:
On February 1st & 2nd members of the Capitol Region Emergency Services Team (CREST) attended monthly two-day training.
On February 13th - 17th one officer attended the five-day "Police Officer Recertification Training" in Middletown, CT. This forty-hour class is mandatory every three years to keep officers certified in the State of Connecticut. The training encompasses a wide variety of training including legal updates, bias crimes, patrol procedures, juvenile law, incident command and domestic violence laws.
On February 28th Capitol Region Emergency Services Team (CREST) Dive members attended a one-day training class. Training was held in Coventry, CT. The dive training consisted of a swim test for all members.
Community Relations:
In February the SSB Commander has continued to work closely with the Board of Education in addressing parking and traffic complaints in and around the high school and several elementary schools. The SSB Commander has addressed numerous parking issues at Hanmer Elementary School. Work has been done with the B.O.E. to begin using the gated area in front of the school. The gated area will be used as the new pickup and drop off area for the buses and vans. At the Wethersfield High School, parents are still dropping off in the area of the buses and vans, in violation of posted signs. The Police Department will begin to address these parents in the morning hours. Officers have been issuing summons to violators at the high school. All new signage has been completed at the Board of Education and Hanmer School.
SSB personnel continue to address citizen complaints involving traffic and speed issues. Citizens had complained of speeding vehicles on various town streets. The department S.M.A.R.T. machine has just returned from Cromwell PD.
A Church Street resident has complained about speeding vehicles on Church Street at the time of drop off and pickup for the Silas Deane Middle School. Several officers have conducted selective enforcement and issued summons for speeding violations.
SSB personnel continue to receive requests for added street/road signs or replacement. Work orders have been completed for various signage throughout Wethersfield.
Upcoming Events:
In March 2006 members of the Support Services Division will increase their efforts at selective enforcement, directed at speeding and other various moving violations. A particular effort will be given around the town schools.
The SSB Commander will begin to meet with a parents advisory committee. The SSB Commander will provide information to this group regarding all school traffic, parking and safety issues.
In March 2006 the department Motorcycle unit will slowly begin operation. Daily operation will depend on the weather.
Annual CPR/ AED, Airborne/ Bloodborne Pathogen and First Aid training is scheduled for March 2006.
